Diplomacy and economy
Markets, taxes, trade routes, and agreements are real tools. Wealth and leverage matter because they enable projects, alliances, and war readiness.
War is opt-in
War is declared and scheduled. Conflicts are objective-based and designed to have lasting consequences. You can be powerful without constant raiding, but if you declare war, it should matter.
